On 28 April 2018, the Russian Ministry of Industry and Trade enacted Governmental Order No. 791-r Model Rules for the Mandatory Marking System of Consumer Products which requires certain products - including perfume and eau de toilette - to be labelled. In addition, Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Russia signed an agreement on labelling goods to ensure products can be identified, which means using labelling codes. On 1 July 2020, the Russian Ministry of Industry and Trade applied labelling and traceability requirements to perfumes and eau de toilette.
