Mutual recognition agreement with Japan and Singapore to simplify compliance for consumer Internet of Things (IoT) products

Trade barrier summary

New deals with Japan and Singapore will make it easier for businesses making and selling IoT products and smart devices, such as connected TVs, doorbells, cameras and sensors.

The UK's Product Security and Telecommunications Infrastructure (PSTI) Regulations set out security requirements for IoT products. Japan and Singapore each run a voluntary IoT cybersecurity labelling scheme based on the ETSI EN 303 645 standard, which is the same standard which underpins the UK regime. Products that meet Japan’s STAR 1 requirements or any level of Singapore’s Cyber Labelling Scheme therefore already match or exceed the security requirements in the UK’s PSTI Regulations.

This mutual recognition agreement means manufacturers with a valid Japanese or Singaporean label do not need to provide an additional UK statement of compliance, thereby simplifying the process and supporting smoother trade. The agreement also enables UK manufacturers selling their products with a PSTI conformity assessment to obtain a Tier 1 Cyber Label in Singapore and provides accelerated access to Japan’s STAR 1 for additional local market reassurance.
