Slow licensing process restricts access for UK independent power producers in Zimbabwe

Trade barrier summary

The process to get an independent power producer (IPP) licence can take between 18 and 24 months. This is in order to get all the necessary permits and agreements in place. A typical solar project needs several licences.
These include land lease agreements, site access permits and building permits. Projects also need a power generation licence and environmental impact assessment (EIA) certificates.
After securing the licences, the IPP needs to conclude contracts with the utility supplier. These include the power purchase agreement (PPA) and the tariff approval process. The IPP also needs a grid connection agreement or transmission connection agreement.
