China has set a target of achieving a 'market-oriented E10 mandate supervision system by 2020'. However the guidelines to achieve consistent implementation have not yet been published. Outstanding issues include: limited granting of blending licences and ambiguity regarding the cross-provincial supply of E10 gasoline. This continues to hinder the participation of UK business in the Chinese biofuel market.
