On 28 April 2018, the Russian Ministry of Industry and Trade implemented the Governmental Order No. 791-r on Model Rules for the Mandatory Marking System of Consumer Products. This requires certain consumer products, including shoes, to be labelled with identification tags. This affects footwear: HS (harmonised system) codes: 6401, 6402, 6403, 6404 and 6405.
