Regulations governing certification of licence plate manufacturers prohibit UK testing, inspection and certification businesses from entering South Africa. In South Africa, all vehicle licence plate manufacturing is governed by the National Road Traffic Act, (Act No. 93 of 1996) and the Standards Act (Act No. 8 of 2008). The Department of Transport, working together with the South African Bureau of Standards (SABS), sets out the specifications, with the broader aim of ensuring compliance with South Africa’s national traffic laws. The South African National Standards (SANS) 1116 - sets outs the specifications for licence plate manufacturing. For this standard, licence plates can only be manufactured once a SABS auditor (i.e. no other public or private certification agency) certifies the respective manufacturer. This restriction is not applied for other standards in South Africa.
