Oman has been praised internationally for its Medium Term Fiscal Plan (MTFP) aimed at introducing various fiscal consolidation measures, and restructuring the economy to address current weaknesses. However, these measures have meant that Omani Government Ministries and State-Owned Enterprises (SOEs) have had to absorb at least 10% cuts to their discretionary spend in the last 12 months, and as a result extant contracts are having to be renegotiated – with missed and delayed payments a more frequent occurrence in the interim.
