This affects samples of products to be exported from the UK to South Africa. The lack of enforcement of the international convention under the Customs and Excise Act (Act No.91 of 1964) for the treatment of samples has resulted in taxes being incorrectly charged. There is also a lack of transparency of customs procedures, and application by customs officials, which has resulted in the risk of a product being destroyed. For goods to be cleared in South Africa, the goods declaration will be checked against the documents produced, such as a certificate of origin. The goods are then examined, then an assessment and collection of VAT or duty is calculated.
