The CPTPP entered into force for the UK on 15 December 2024. Under the agreement, UK businesses can claim lower tariffs if their goods qualify as originating and the importer provides a certificate of origin. This document confirms where a product comes from.
In April and May 2025, Malaysian customs rejected certificates of origin for some UK shipments. The rejections related to the certificates being stamped by UK chambers of commerce, even though the agreement does not require a specific form.
The UK government confirmed that Malaysian customs can lawfully reject certificates on this basis. The UK government is now working with chambers of commerce to address the implications and help ensure future certificates meet Malaysia’s requirements.
