Changes to specialist registration rules for overseas medical training in Malaysia

Malaysia’s medical training system allows doctors to become specialists either through a government sponsored master’s programme or via a self funded ‘parallel pathway’ that includes 11 programmes delivered by UK Royal Colleges.

Recent national debate about dismantling the parallel pathway created uncertainty for Malaysian doctors pursuing overseas specialist qualifications and for UK medical institutions whose programmes are widely used.

Malaysia’s Dewan Rakyat recently passed amendments to 12 provisions of the Medical Act 1971 to resolve longstanding issues around specialist registration. These changes explicitly provide a route for recognising medical practitioners who obtain selected postgraduate specialist qualifications abroad. This clarifies future eligibility for Malaysian doctors training through UK Royal College programmes and maintains continuity for UK institutions supporting Malaysia’s specialist workforce.
