When awarding contracts of manufactured goods, Florida state law gives preference to foreign firms that:

- have a factory in Florida
- employ over 200 local employees.

This preference is used to decide between competing firms, where there is no difference between:

- price
- quality
- services

It is intended to incentivise foreign investment into Florida.

Foreign manufacturers may gain preferential access if they satisfy the above criteria even if their manufactured product is not made in Florida.

This is a disadvantage for firms that directly export from the UK.
