This affects UK exporters of parquet flooring to the United States. In January 2007, the World Customs Organisation (WCO) restructured its Harmonised System (HS) classification of multi-layered parquet flooring to 4418.72. This was an administrative change to enhance transparency of international trade and related statistics.

The US Customs Administration followed this with a new 8% import tax on the product.

As of 1 January 2017, the HS Classification is putting multi-layer parquet in 4418.75. The US classification code has become 4418.75.70 with a decreasing but still present duty of 5%. This increases the cost of UK parquet flooring in the US market relative to domestic products.
